Paddle may show a successful checkout before the server receives the final signed webhook. API Migration Guard does not unlock reports from a redirect URL, localStorage or a browser event.
Your report or Agency entitlement appears after verified server-side payment confirmation. This is normally quick, but webhook delivery can take a short time.
